The Alaska League

History

Founded in 2005 at the suggestion of Vice-Admiral R.E. Ffolkes, the Alaska League began as a military alliance intended to resist Japanese incursions into the region. Original members included Seward, Bayshore (Anchorage), Cordova, Kenai, Juneau, Whittier, Angoon, Haines, Hoonah, and Skagway. Ffolkes was elected Grand Admiral of the league. The League ruling council decided to build an ironclad warship as a community asset. The HMS Phoenix was laid down late that year. After the large scale invasions of the Cook Inlet region by the Japanese in the spring of 2006, Prince Rupert, as well as many smaller communities, joined the league.

After the completion of the Phoenix and its victory over the Japanese Northern Fleet in Kodiak harbor in 2007, the league, at Ffolkes’ insistence, conquered Maui in the Hawaiian Islands. Several months later, the league participated in the conquest of the Republic of Portland, and became the predominant partner in the British North American Colonies, headquartered in Portland. The league retains its status as a Class II Commonwealth, however, Prince Rupert's participation in the league was terminated in 2008, when it became a Class II Commonwealth in its own right.

Subsequently, the league has remained a backwater, well away from the mainstream of the UKA’s political and economic life, though due to family and political connections, League members have always contributed far more than its fair share of leadership to the kingdom.

Government

The Alaska League takes the form of a federal republic very loosely based on that of the pre-war United States. The executive power is vested in a League President elected by the League Senate for a six year term. No president is allowed to serve two consecutive terms. The legislative power is vested in a bi-cameral League Congress. The Senate consists of one (three each for Juneau and Ketchikan, two for Seward) members elected or appointed by their home communities. The League House of Representatives is elected by popular vote in all member communities. The house consists of exactly twice the number of senators, and seats are apportioned by population. Judicial power is vested in a League Court with nine justices, acting as a court of appeals from community courts and to hear intra-community cases. This court is considered to be the equivalent to Royal Superior Court for appeals to the Royal Judiciary.

The executive branch is weak, as most services are provided by local or Royal government. Its primary responsibilities include law enforcement by the Alaska League Troopers, a prison at Ketchikan, and the maintenance of a few roads and harbor facilities.
