Created out of the pre-war Portland city government in the fall of 1985, Portland remained the foremost economic powerhouse on the west coast of North America. Control of the government fell to William DeHaven, Sr. in July of 1988. The DeHaven family ruled the city-state with an iron hand for the next nineteen years. William DeHaven used the economic power to strangle the trade of all other competing powers in the Pacific Northwest. Considerable resentment from this made it easy for Admiral Ffolkes of the Alaska League to form an alliance against the republic. After the Battle of Silver Springs in 2007, DeHaven fled to the Hanford Republic to form the Free American Legion, leaving Portland in the hands of the Alaskans.
The executive power is vested in a Mayor, who is elected for seven year terms. No Mayor may serve more than two terms in succession. Legislative power is vested in a City Council of twelve members, serving six year terms, one third being elected every other year. Seats are apportioned by population. Judicial power is vested in a Municipal Court. This court is considered to be the equivalent to Royal District Courts for appeals to the Royal Judiciary.
The Republic of Portland has no law enforcement agency of its own. Withing the city limits of Portland itself, the Portland Police Bureau has jurisdiction, with the Northern Oregon Provincial Police enforcing the law beyond the city boundry. The Republic of Portland helps finance both agencies.
As a Class II Commonwealth member, the Republic of Portland does not have any armed forces.
