High-risk sex offender moves from Regina’s Heritage to downtown area

A high-risk sex offender released from prison in March now resides in Regina’s downtown area. He was previously living in the Heritage neighbourhood after serving a full prison sentence.

Jared Charles “has a criminal history, which includes violent sexual offences and kidnapping involving children,” and is now living in the downtown neighbourhood, Regina Police Service said in a public advisory on Friday afternoon.

The 27-year-old is “considered to be at a high risk of reoffending sexually and/or violently,” the police department said. The RPS said this information was shared for the public to “take suitable preventative measures” and not so that they would act on any form of vigilantism on Charles.

Police issued a similar advisory on March 18 to indicate to the public that after he finished his prison sentence Charles planned to move into the Heritage neighbourhood.

Although Charles completed programming during his incarceration to address risk factors to reoffend sexually, investigators concluded that it was “not sufficient,” according to the release.

Police also said that Charles indicated he is “unable or unwilling” to abide by the release conditions and at a high risk to reoffend sexually.

His release conditions, according to a release from the RPS, include: living at an approved residence; not contacting people under 16, unless under approved supervision; not being in places where young people are or can be expected to be present; not using a computer system for the purpose of contacting people under 16; not being employed or volunteering in a position of trust or authority over people under 16; not having contact with previous victims; not possessing or consuming alcohol or drugs not prescribed; not being in a place with the main purpose to sell alcohol; and not possessing weapons.

In 2018, Charles was sentenced to eight years and three months in prison after he admitted to taking an eight-year-old Prince Albert girl from a playground and sexually assaulting her in the summer of 2017. The kidnapping triggered an Amber Alert, which was cancelled later that night.

Police took Charles into custody less than two hours later.

In 2016, Charles was charged with two counts of abduction and two breaches of undertaking, which were later stayed. He was accused of taking two La Ronge-area boys, ages eight and 10, who left with him to play video games and eat junk food. That incident also triggered an Amber Alert.

Charles is described by police as approximately six-feet tall and 183 pounds with a medium build, black hair and brown eyes. Police say he also sometimes uses the spelling of “Jarrod” for his first name.

RPS said that reports of incidents involving Charles breeching his conditions can be made by calling the police at 306-777-6500. Anonymous reports can be made to Crime Stoppers at 1-800-222-TIPS (1-800-222-8477).
